Anyhow yes it's easy to tell if you have the "defect" Soft Bulletin set (although I've never actually heard of anyone having bought the right one.) The problem is only with the CD and simply that you have received an identical copy of the original US version of the album rather than the tracklisting on the case you bought.
There was information on returning just the CD for the new one. I have no idea if that offer is still available. I also never sent mine in because I am too lazy.

The Soft Bulletin shipped with the wrong CD... it should have been
the new rockin' re-mastered version (it really does sound
awesome!!!!) that matches the playlist on the tray card. Don't take
them back to the store.... mail the CD to the FLips PO Box and
they'll send you a new disc with a personal apology from Mr. Michael
Ivins... sound good? It's going to take a week or so (??) to get the
correct discs in before we can send them to you.
PLUS!: The DVDA spec changed at some point and as a result, some
models (Pioneer) can't play the DVD... I'll keep digging to find out
which ones.
The DVD is good... the DVDA consortium is screwy.
Send the CD only to:

Sorry guys,

February 4, 2006 Soft Bulletin 5.1....On January 27, a Friday, we finally received a copy of the pressing of The Flaming Lips Soft Bulletin 5.1. That's when we discovered that the dvd wouldn't play properly on two of our four dvd players and that the wrong cd had been included in the package. We informed Warner Brothers of the problems we were having and they should be shipping the correct cds by now. Also, for people who ended up with wrong cd (I would be bummed, actually I am; I really want that version of the record!), you can contact the Lips via their PO Box and exchange the cd. As for the dvd problem, there has been a change in the dvd specification that affects most Pioneer dvd players and many Chinese import dvd players that do not comply to the new specification. Pioneer is aware of the problem and we are told they will update your firmware for free.
